There are two different training or "experience" values for each ship: the Crew Grade, which affects things like hit chances, repair time etc., and Fleet Training (or Taskforce Training), which decreases the time before the ship reacts to new orders.

Fleet Training

Fleet Training gives your inexperienced crews experience operating a fleet together. This cuts down on the delay before they begin doing the orders you give them, in some instances this can take minutes.

The Fleet / Task Force training amount is based on the Crew Training Ratings of the task force commander and the operations officer. On the Task Force window there is an overall training rating shown in the Overall Command Staff Attributes section.

How To Train a Fleet

On the Task Group window, click "Start task force training".

Note that you need to assign the ships or task groups to a Task Force (see Naval Organization), and the Task Force needs a commander before Task Force Training makes sense. Check the Leaders page for how to assign one.
