Marks an article as requiring expansion and adds it to Category:Stub. Stub marks articles, Expand is smaller less intrusive version that marks sections.
Usage
To mark stub articles, that are too short to provide more than rudimentary information about the subject. Add the following at the top of the article:

To mark specific section that are empty or requiring expansion. Add the following at the beginning of sections that need expansion
