Example PDC - Solgae

Use case: The Solgae class PDC is virtually unarmored and contains ten missile launchers. It has no fire control system or other sensors nor does it actually have ordinance. However, as of version 6.0 it still provide 20 PPV. It is suggested for us as an early and easily built PDC to provide "protection level" to new colonies.
